Several states in China have launched schemes to encourage people to have children. Banks in Jilin will give loans to those who will have children. Married couples in the Jilin province of Northeast China can get a bank loan of two lakh yuan if they have children. To deal with the problem of decreasing population of the country, many states of China have started similar schemes in which financial benefits are being given to the people to have children. In the scheme launched by Jilin province, there is also talk of giving tax relief to such small traders who have two or three children. In a statement issued last week, the government of Jilin province announced this plan. The problem of population is especially serious in the three Chinese states of Jilin, Liaoning, and Heilongjiang.

The population of this region has declined by 10.3 percent in 2020 compared to 2010. In Jilin, the population decreased by 12.7 percent. In May this year, China made a major change in its population policy, saying that people would be allowed to have three children instead of two. Earlier, the policy of having one child was strictly enforced in the country. This policy was started in 1979.

At that time, the Chinese government said that population control was necessary to eradicate poverty and strengthen the economy. The fertility rate in the country has not increased significantly since the two-child policy was implemented in late 2015. Recently released government data showed that China has a birth rate of 1.3 children per woman in 2020, which is similar to countries like Japan and Italy, where the population is registering a serious decrease. China wants a rate of two so that the population does not decrease. Changed rules in many states In October, the eastern province of Anhui warned that there could be a 17.8 percent decrease in births this year compared to 2020.

Family planning laws in at least 14 Chinese provinces have either been amended locally or more public opinion is being gathered about creating new laws through amendments. Officials in Shaanxi province want the 168-day maternity leave to be extended to a full year with paid leave. Jilin has also said that maternity leave will be increased from 98 days to 180 days with full payment. Men will also get 25 days paternity leave instead of 15 days. In the southern Chinese province of Hainan, parents of children under three have been offered an extra hour of leave each day to spend on raising their children. In China's far northeastern region, Heilongjiang province is allowing couples to have up to four children in border cities due to a below-average birth rate.
