The Joe Biden administration has said that the US is close to a formal agreement with Pakistan to use the airspace to conduct military and intelligence operations in Afghanistan. Pakistan has expressed its willingness to sign a memorandum of understanding in return for counter-terrorism efforts and ties with India. But the talks are not over yet. The agreement has not even been finalized yet, changes are possible.

The White House is still trying to ensure that it can take action against Islamic State and other terrorist groups even when they are not in Afghanistan. At present, the US military uses Pakistan airspace to reach Afghanistan. But till now no formal agreement has been reached regarding this. A US official has said that it is not yet clear what Pakistan wants and how much America wants to give in return.

Along with Pakistan, America is also considering the options of countries like Uzbekistan, Tajikistan etc. to create a military presence in Afghanistan. But these countries do not want to offend Russia. At present, America is forced to fly to Afghanistan from Middle East bases. This is why the Joe Biden government is looking for a more effective alternative. 

Joe Biden has clearly said that the US will maintain its anti-terrorist capability in Afghanistan. He said that even though US troops are no longer on Afghan soil, the US will maintain its ability to operate in Afghanistan.
